Patna: Preparations for the 2025 Bihar Assembly elections have intensified. The Election Commission has announced that the new voter list prepared under the Special Intensive Revision (SIR) will be finalized and released on September 30th. The list is expected to include the names of approximately 73 million     (73 million v )   voters, including 1.4 million new voters.

The SIR process began in June 2025.
According to the Election Commission, the SIR process began in June 2025, with all 78.9 million existing voters instructed to re-fill the forms. The draft list was released on August 1st, containing 72.4 million names, and 6.5 million names (dead, transferred, or duplicate) were removed. Now, with the final list, the electoral process will accelerate.

Election dates to be announced soon
A three-member Commission team, including Chief Election Commissioner Gyanesh Kumar, will arrive in Patna on October 4-5 to discuss the polling dates (likely November 5-15, in three phases).

These parties will receive this list for free
According to Election Commission rules, nationally recognized parties will receive this voter list free of charge, while unrecognized regional parties and independent candidates will have to pay a fee. Under Election Commission (ECI) guidelines, nationally recognized parties will be provided with hard and soft copies of the voter list free of charge. The following national parties in Bihar are eligible for this facility.

These parties will have free access to the voter list for all 243 assembly constituencies in Bihar. This list can be obtained from the online portal (ceoelection.bihar.gov.in) or from the district election offices.

Unrecognized regional parties, newly formed parties, and independent candidates will have to pay the prescribed fee for the voter list. Major such parties in Bihar include:

Fee amount:
₹100 per assembly constituency for a hard copy and ₹50 for a soft copy (PDF). There are 243 constituencies across the state. A hard copy of the complete voter list will cost approximately ₹24,300 and a soft copy ₹12,150. Separate fees may apply for additional data (such as polling station-specific lists).
