New Delhi: The powers of the Lieutenant Governor have now been increased in Delhi. His administrative powers have been increased more than before. He will now be able to make appointments in boards and commissions. The Home Ministry has issued a notification (notification ) in this regard.
Gazette notification issued
According to the information, the President has further increased the powers of Lieutenant Governor VK Saxena. He will have the right to appoint members in authorities, boards, commissions and statutory bodies. A gazette notification has been issued by the government in this regard.
In a notification issued by the Home Ministry, it was said, “In pursuance of clause (1) of Article 239 of the Constitution read with section 45D of the Government of National Capital Territory of Delhi Act, 1991 (1 of 1992), the President hereby directs that the Lieutenant Governor of the National Capital Territory of Delhi shall, subject to the control of the President and until further orders, exercise the powers of the President under clause (a) of section 45D of the said Act for the constitution of any authority, board, commission or any statutory body, by whatever name called, or for the appointment of any Government officer or ex officio member to such authority, board, commission or any statutory body.
Possibility of increased confrontation
The new order of the President is likely to increase the confrontation between the ruling Aam Aadmi Party government in Delhi and the Lieutenant Governor. Last year, the President gave his assent to the Government of National Capital Territory of Delhi (Amendment) Bill 2023. This was strongly opposed by the Aam Aadmi Party. It said that the transfer and appointment of officers will now be done by the National Capital Civil Services Authority (NCCSA). This body will be headed by Chief Minister Arvind Kejriwal and two senior bureaucrats of the Delhi government will be its members. The authority has been given the power to take decisions by majority and the final decision rests with the Lieutenant Governor.
