In the 1990s, when militancy and violence was at its peak in Jammu and Kashmir, the VDC helped and protected people in remote areas. The committees were credited with fighting terrorists and preventing exodus of local people, especially in the wake of several killings in 2001. Most of the VDCs were disbanded by the previous governments.
