The SPG also cautions the Director General of Police, Punjab Police about the fact that the place where PM Modi’s rally is to be held in Ferozepur is only 14 to 15 kms away from Pakistan and in the recent past, terrorist organizations of Pakistan have been in the area. Drones have been used for smuggling of arms and drugs. In 2021, there were 59 activities related to drones. That is, there was a possibility of a drone attack.
2 bomb blasts took place in Firozpur
Last year there were also two bomb blasts in Ferozepur, so the SPG had asked the Director General of Police, Punjab Police to keep all the arrangements ready in advance and also feared that an incident like Ferozepur could happen on this tour.
This letter shows that the threats were ignored by the top officials of the Punjab Police and for the first time there was such an unprecedented negligence. However, there is also a question in the minds of many people that, how will the Modi government take action against the responsible officers of that state, which Punjab government and police did not listen to the central government? Let us tell you that according to the law, in this case, the Central Government can take direct action against the guilty officers of Punjab Police. For this he does not need to take permission from the state government.
Section 14 of the SPG Act 1988 says that if the Prime Minister goes to any state, then whatever help the SPG needs to protect him in that state, the police of that state will have to provide that help at any cost. If the state police does not help and this thing is proved, then under this Act, the central government has the right to take action against the guilty officers. Apart from this, according to the rules, the Central Government can also summon the guilty officers to Delhi after they are identified and disciplinary action can be taken against them.
It is also a coincidence that the SPG Act, under which action can be taken against the Punjab Police, is in some ways the contribution of Punjab itself. In fact, after Operation Blue Star, Indira Gandhi was assassinated by her bodyguards on October 31, 1984, and after this incident, former Prime Minister Rajiv Gandhi formed the SPG in the year 1985, then later in 1988, he also brought the SPG Act. . Under this law, it was determined that the SPG will protect the Prime Minister of the country, his family members and the President. In 1991, when LTTE assassinated Rajiv Gandhi, changes were made to this law and it was decided that the responsibility of the security of former Prime Ministers and their families would also be with the SPGK for 10 years. This change happened because in 1989 former Prime Minister V.P. Singh had removed Rajiv Gandhi’s SPG security cover and was assassinated two years later. However, in 2019, the Modi government had announced that the SPG would protect former prime ministers and their families for 5 years after their tenure.
It is surprising that the Gandhi family, which lost 2 members of their family in such incidents, is completely silent on this matter today. Till now neither Sonia Gandhi has issued any statement on this nor has Rahul Gandhi criticized the incident. Rather, in a tweet, Rahul Gandhi raised the issue of national security on the Indo-China border and asked the Prime Minister whether he would say anything on this?
Punjab Police has registered the first FIR in this case, in which 150 unidentified people have been made accused. However, this FIR is also in a way an insult to the Prime Minister and the federal structure of this country. A case has been registered against these 150 unknown people under Section 283 of the Indian Penal Code. This section is imposed when some people obstruct any work by encircling the road and the maximum fine for this crime is 200 rupees. Think, is this a priority or a joke with the federal structure of this country?
The Punjab government has also submitted a report in this matter to the Union Home Ministry, which states that on the day of the incident, the protesters suddenly gathered on the road of Ferozepur. There was no plan for this in advance. The Punjab government has also said that it is getting the negligence probed by a high-level committee as well. The matter was also heard in the Supreme Court and the court said that right now the Central and Punjab government are conducting separate investigations in this matter, which should be stopped till January 10. Apart from this, the court has asked the Registrar General of Punjab Haryana High Court to take all the records related to the Prime Minister’s visit in his custody. On behalf of the central government, this case was described as the rarest of the rarest in the court and it was said that during this incident there could have been a terrorist attack. The government has demanded the court to order the investigation of this incident by the NIA.
