The budget of Jammu and Kashmir, the second phase of the budget session of Parliament from today
New Delhi: The second phase of the budget session of Parliament will start from Monday. Due to the improvement in the situation related to Kovid-19, now the proceedings of Lok Sabha and Rajya Sabha will run concurrently from 11 am. The government has on top of its agenda the approval of Parliament for budgetary proposals and presenting the budget for the Union Territory of Jammu and Kashmir. Finance Minister Nirmala Sitharaman will present the budget for the financial year 2022-23 for Jammu and Kashmir on Monday. This can be discussed in the House during the proceedings after lunch.
Opposition parties may try to corner the government during the session on several issues including rising unemployment, interest rate cut on Employees Provident Fund and evacuation of Indians stranded in war-torn Ukraine. The government has also listed the Constitution (Scheduled Tribes) Order (Amendment) Bill for consideration and passing in the Lok Sabha. The second phase of the Parliament session will begin at a time when the Bharatiya Janata Party (BJP) has won the assembly elections in Uttar Pradesh, Uttarakhand, Goa and Manipur and the Aam Aadmi Party (AAP) in Punjab a few days ago. .
In the first phase of the budget session, from January 29 to February 11, the proceedings of Lok Sabha and Rajya Sabha were conducted in two different shifts. The first Economic Survey was presented in the session started with President Ram Nath Kovind’s address to the joint session of Lok Sabha and Rajya Sabha on 29 January. Its Finance Minister Sitharaman presented the Union Budget on 1 February. Then it ended with the discussion on the President’s Address and the Motion of Thanks to the Union Budget. The second phase of the session will continue till April 8.
Meanwhile, Congress President Sonia Gandhi called a meeting of the Parliamentary Strategy Committee of the Congress at her residence. It was decided to work in coordination with like-minded political parties during the budget session. After the meeting, Leader of Opposition in Rajya Sabha Mallikarjun Kharge said that issues like safe evacuation of Indian students from Ukraine, inflation, unemployment, workers’ issue, minimum support price to farmers will also be raised in this session. The opposition parties are likely to demand a statement from the government on the evacuation of Indians trapped in war-torn Ukraine.
