Major International Conspiracy Unearthed( Conspiracy )

New Delhi: The National Investigation Agency (NIA) has arrested one American and six Ukrainian nationals, thereby unearthing a major international conspiracy.   ( Conspiracy )  These foreign nationals are accused of illegally utilizing Indian territory to provide modern warfare training to insurgent organizations in the Northeast. Acting on directives from the Ministry of Home Affairs, a case was registered against all of them on March 13, 2026, under the Unlawful Activities (Prevention) Act (UAPA).

Ukrainian Nationals Had Entered India on Tourist Visas
Investigation findings have revealed that 14 Ukrainian nationals entered India on tourist visas on various dates. It is reported that they traveled to Guwahati and subsequently proceeded to Mizoram without obtaining necessary permits such as RAP (Restricted Area Permit) or PAP (Protected Area Permit). From Mizoram, these individuals allegedly infiltrated Myanmar illegally. The accused were involved in conducting pre-arranged training sessions for Myanmar-based Ethnic Armed Groups (EAGs).

Arrests Made in Kolkata, Lucknow, and Delhi
During this period, training was imparted in modern warfare techniques, including drone warfare, drone assembly, and jamming technology. These groups are suspected of having links with terrorist organizations and insurgent networks active within India. According to reports, one American national was detained at Kolkata Airport. Three Ukrainian nationals were detained at Lucknow Airport, while three more Ukrainians were detained at Delhi Airport. During interrogation, the accused confessed to having traveled illegally to Myanmar via Mizoram and conducting several modern warfare training sessions. Furthermore, they admitted to facilitating the illegal smuggling of drone consignments from Europe to Myanmar, routed through India. Suspicion of Supporting Banned Factions
According to NIA sources, these Myanmar-based groups also provide support to insurgent factions banned in India. These groups supply them with weapons, logistics, and training, thereby posing a grave threat to India’s national security. According to reports, the arrested accused include U.S. citizen Matthew Aaron Van Dyke, a resident of Baltimore. He identifies himself as the founder of the military contracting firm ‘Sons of Liberty International’ (SOLI). He was also held as a prisoner of war during the Libyan Civil War in 2011. Additionally, six Ukrainian nationals—Hurba Petro, Slyvik Taras, Ivan Sukmanovsky, Stefankiva Marian, Honcharuk Maksym, and Kamsky Viktor—have also been taken into custody.
