Rules of oath: Recently, when new MPs came to take oath in Parliament, the way they took oath was in discussion. Some MPs also raised such slogans that there was a ruckus. (rule)   Now in the midst of all this, Lok Sabha Speaker Om Birla has tightened the screws. He has amended Rule 389 of the oath. Now according to this, elected MPs cannot make any additional comment while taking oath as a member of the House.

What changes have been made in the rule

Actually, Lok Sabha Speaker Om Birla has added a new section in ‘Direction-1’ in the ‘Speaker’s Instructions’ to regulate some matters related to the functioning of the House, which was not a part of the rules. According to the amendment in ‘Direction-1’, the new clause-three now says that a member will take and sign the oath or affirmation and “shall not use any word or expression as a prefix or suffix or make any comment in the form of oath.

What will be the amendment in the rule

Experts believe that with this change, now no member can use any additional words or chant any slogan during the oath on his own. This amendment has come in the backdrop of many members raising slogans like “Jai Samvidhaan” and “Jai Hindu Rashtra” while taking oath last week.

What happened was that during the oath, one member raised the slogan ‘Jai Palestine’ while another also raised the slogan of Jai Hindu Rashtra, to which many members objected. The Lok Sabha Speaker had urged the members to stick to the prescribed format while taking oath, but it had no effect. Parliamentary Affairs Minister Kiren Rijiju had alleged that many members used the important occasion of taking oath or affirmation to send a political message.
