The new law, passed on Wednesday by the Standing Committee of China’s parliament, the National People’s Congress, will take effect from July 1 amid concerns over Chinese foreign law enforcement activities. The new law also ensures the promotion into law of Chinese President Xi Jinping’s foreign policy initiatives on global security, development and civilization.

An article in the law says, “Any organization or person who commits an act that is harmful to China’s national interests under this law or from the point of view of international relations shall be held responsible by law.” Citing another article of the new law, Xinhua said, “The People’s Republic of China has the right to counter or take preventive measures against acts that threaten its sovereignty, national security and development, which are in accordance with international law or international law.” violates the fundamental norms governing international relations.
